Cornwall, ON – Richard Hesse-Andre, 20 of Cornwall was arrested on February 28th, 2018 and charged with breach of undertaking for being outside his residence after 10pm. He was also charged with breach of undertaking and probation for failing to keep the peace. It is alleged the man was in breach of his conditions on February 27th, 2018 and police were contacted to investigate. On February 28th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing.
